especially if you watch the TV series, the FBI agent that did NOT follow up on that cell phone question doesn't even look like he's old enough to shave! Obviously the FBI just sent the most dispensable rookie agent to a remote rural town. I live in the mountains of eastern Kentucky and I'm in law enforcement. We have an FBI office and the FBI has a habit of sending young agents who are on their first assignment to man the office because it's a place nobody cares about. Back in 1989, I was a kid back then, an FBI agent named Mark Putnam murdered a local woman, Susan Daniels, that he was having an affair with. Before that, he wanted to make a name for himself and got Susan to talk a friend of hers into robbing a bank and Putnam took the credit for solving the case. I don't have a high opinion of the FBI.

Tellis to Face Murder Charges in Ouachita Parish
Quinton V. Tellis, the man accused in the burning death of Jessica Chambers, will be returned to Ouachita Parish in Monroe, Louisiana, where he is accused of killing Ming-Chen Hsiao in July 2015, when his current sentence ends. He is housed at Angola, where he has been incarcerated since October 5, 2018, following a second mistrial on capital murder charges in the Chambers case.
Hsiao, a recent graduate of the University of Louisiana Monroe, died the evening of Wednesday, July 29, 2015, at her apartment at 402 Filhiol Avenue. She was stabbed in excess of 30 times and superficial cuts and slices indicate she was tortured until she provided her debit card PIN number. “He [Tellis] tortured and robbed Ming-Chen Hsiao of her Chase Bank Debit Card, from which he had a substantial financial gain,” the warrant reads. “After gaining possession of the debit card, he brutally murdered her by repeatedly stabbing her and letting her body rot and decompose until being discovered.”
A call Hsiao made at 5:22 p.m. the day of her death was the last reported activity on her phone until after 8 p.m., according to the warrant. Twice, at 8:16 p.m., Hsiao’s phone dialed the Chase Bank number on the back of the debit card and hung up before the call was answered. At 8:16 and 8:18 p.m., Quinton Tellis’ phone dialed the same number and the debit card number and PIN were entered. According to the warrant, GPS records indicate Tellis’ phone plotted within 195 feet of Hsiao’s apartment at the time of the calls.
In May 2016, Tellis entered a guilty plea to one count of unauthorized use of Hsiao’s debit card and was sentenced to 10 years as a habitual offender. Had he served his full sentence, he wouldn’t be released until August 19, 2025, but because of accrued “good time” – credits that allow inmates to earn time off their sentence – he is eligible for release February 18, 2019.
In a recent interview, District Attorney Steve Tew announced his office will use a detainer to have Tellis returned to Ouachita Parish to face charges for Ms. Hsiao’s murder. Panola County, Mississippi, also has a detainer on Tellis. Tew said a warrant is on file on charges of first-degree murder and the DA’s office is reviewing the matter. He believes his office will move forward. He did not say if a grand jury will be convened to determine final charges or if the prosecution intends to file a bill of information. When asked if his office intends to bring illicit drug charges severed from the prosecution of Tellis in 2016, Tew said he intended to keep all options open.

So how did this woman get mixed up with Tellis? Did she invite him in, or did he break in? He offered her a ride home from some place and she had no better sense than to get into the car with him. Once they were back at her apartment, she either invited him in or he forced his way inside.

Tellis Charged with Murder of Louisiana WomanQuinton V. Tellis, 30, was booked into Ouachita Correctional Center Tuesday on one count of first-degree murder. He is facing the 2016 charge after completing a sentence for one count of unauthorized use of a debit card belonging to Ming-Chen Hsiao, a recent graduate of the University of Louisiana Monroe at the time she was killed in her small apartment near the campus in July 2015.
In May 2016, Tellis entered a guilty plea to the card charge and received a 10-year sentence as an habitual offender. He was transferred to Angola on October 5, 2018, following a second mistrial on capital murder charges in connection with the 2014 burning death of Jessica Chambers, 19, in Panola County, Mississippi. According to the Department of Corrections, Panola County also has a detainer on Tellis.
Tellis was not required to serve his full 10-year sentence because of accrued good time – sentence credits that allow inmates to earn time off their prison terms. His full sentence release date was August 19, 2025, but credits moved the date to February 18, 2019.
District Attorney Steve Tew said a grand jury will be convened to determine final charges. A date for the grand jury proceedings has not been set.
Police seek new evidence. Updated warrants filed in District Court indicate Monroe Police Detective Duane Cookson is continuing to search for new evidence to present to the grand jury. Cookson testified concerning Hsiao’s death and debit card usage in pretrial hearings in the Defendant’s 2016 case and filed the first-degree murder warrant. In the warrant filed January 24, Cookson requested Chase Bank release all records connected to Hsiao’s checking and savings accounts, including records detailing precise information regarding purchases, ATM withdrawls and telephone inquiries. Specifically highlighted is a request for the four-digit PIN number connected to the dead woman’s debit card. Hsiao died the evening of July 29, 2015, after being stabbed more than 30 times. Police believe superficial cuts and slices indicate she was tortured until she provided her PIN number.
A new detail provided in the warrant states Tellis’ phone records indicate he dialed a four-digit number between two calls made to Chase Bank’s 1-800 number. “Investigators are seeking complete banking records related [to] Hsiao’s Chase Bank accounts and her Chase debit card PIN to further the homicide investigation in preparation for trial,” the warrant reads. It also notes Chase complied with earlier search warrants in the case, but the warrants requested information from July 1, 2015, to August 18, 2015, only.

Tellis pled guilty to one count of unauthorized use of an access (debit) card May 12, 2016, immediately before a jury trial was scheduled to begin on the charge and one count of possession of a controlled dangerous substance with intent to distribute. The basis for the plea indicates that on August 18-19, Tellis took an access card belonging to Hsiao and used it without authorization to withdraw at least $1,000. I hope the people in Louisiana will convict that ugly thug, even though that woman brought it on herself just like Jessica Chambers did. Accepting a ride from some ape like that and then inviting him in is asking for trouble.

Jessica Chambers’ Former Boyfriend Shot to DeathThe former boyfriend of Jessica Chambers was found shot to death earlier today (March 15). Travis Sanford (above), 33, was killed at a home in Courtland. Panola County District Attorney John Champion confirmed the death, saying, “It is the same person,” (i.e., the ex-boyfriend of Jessica Chambers). Because the case is still under investigation, he said he could not furnish additional details at this time.
Panola County Sheriff Dennis Darby announced a suspect has been taken into custody and is being interviewed by deputies, but hasn’t been charged. He added the suspect, Sanford, Sanford’s girlfriend and two small children were in the home at 495 Woodruff Street when the shooting occurred around 7:30 a.m.
The former South Panola High School football player was shot once with buckshot from a shotgun. According to Darby, the suspect fired the shot while running from the house. “It’s terrible,” Darby added. “We are trying to find out what led to the shooting.” He confirmed both the suspect and Sanford had been inside the residence for a period of time prior to the shooting.
Gracie Gulledge, Panola County Corner, said Sanford’s body was being transported to the office of the state medical examiner for an autopsy.
Sanford had no part in the burning death of Jessica Chambers, having been incarcerated on December 6, 2014, when the teenager was set on fire. Quentin Tellis was charged and tried twice, however, both trials ended in hung juries.
Tellis is now facing a murder charge in Monroe, Louisiana, in the August 2015 death of Ming-Chen Hsiao, a recent graduate of the University of Louisiana Monroe. In May 2016, Tellis pled guilty to unauthorized use of Hsiao’s debit card and was sentenced to 10 years. He is now in a Louisiana prison. Mississippi authorities still have a detainer on Tellis, however, the district attorney hasn’t decided whether he will be tried a third time for Chambers’ murder.Sources: Jimmie E. I've checked and couldn't find a photo of that thug smiling, probably because he has missing teeth.
